Rethinking Wisconsin's Highways with Robert Poole


Infrastructure is critical to public safety and economic development. Yet without additional highway funding, the portion of the Wisconsin highway system in poor or worse condition will increase from 20 percent in 2014 to 42 percent in 2023. According to the latest state highway systems report, Wisconsin ranks 38th in highway performance and cost-effectiveness.

The alternatives offered by policy-makers are to increase either borrowing or the gas tax. But Wisconsin already allocates 20 percent of the transportation budget to debt service, and technological improvements make reliance on gas taxes unsustainable.

Robert Poole, author of Rethinking America’s Highways and the Badger Institute study Rebuilding and Modernizing Wisconsin’s Interstates with Toll Financing, offers alternatives that will allow Wisconsin to maintain a safe and efficient transportation system.
