The Financial Impact of Out-of-State-Based Welfare In-Migration on Wisconsin Taxpayers

The purpose of this study is to estimate the additional aggregate cost per year to Wisconsin taxpayers of newly-opened AFDC cases in Wisconsin involving out-of-state-based welfare in-migrants who either did not always live in the state or who never before lived in the state. Three basic categories of additional outlays (costs to Wisconsin taxpayers) are associated with these AFDC cases, and, as a result, are examined: (1) welfare-related outlays; (2) education-related outlays; and (3) law-enforced-related outlays. The time period examined was 1987-1989.
