Wisconsin needs an explicit constitutional amendment to rein in gubernatorial goofiness
Our governor, you likely have heard by now, is the talk of the nation for using his unique veto power to essentially try to lock in tax increases and big spending until sometime close to Armageddon.
Governor Evers signed a budget passed by the Legislature that includes a more than 30% starting pay raise for assistant district attorneys and assistant public defenders and more flexibility for merit-based pay raises for attorneys currently in those roles. This makes the compensation for these roles more competitive and should reduce the high rates of turnover currently existing in District Attorney and public defender offices.
Using his partial veto power, Gov. Tony Evers removed the Legislature’s first steps on tax reform for Wisconsin, canceling a simplification of Wisconsin’s income tax rates and a reduction in the rates covering much of the middle class and most of the state’s businesses.
If the vast UW System Diversity, Equity and Inclusion effort — which costs approximately $32 million biennially — is so necessary, why is it such a failure?
The Badger Institute supports a flat-rate individual income tax, a structure increasingly adopted by competing states. We have spent years researching options for reform that includes a single, low rate. But if that is out of the question as budget negotiations proceed, the priority should be Wisconsin’s top rate.
Seeing how often Wisconsinites have been told that public school districts are starving, it isn’t surprising that when asked to guess how much tax money districts spent per student, they whiffed. And not by a little. The most common guess was about one-third to one-half of what the Department of Public Instruction says is the real figure.
The bargain struck Thursday between legislative leaders and the governor ensures the financial sustainability of the school choice and charter school programs but that also increases the low revenue ceiling for public school districts that are on the bottom of the revenue spectrum.
“This is good day for Wisconsin, and for anyone who cares about our children – parents who want more power over their kids’ education, teachers who work so hard, and school administrators who have long worried about sustainability,” said Badger Institute President Mike Nichols.
At a time when the job market is begging for graduates with bachelor’s degrees, the opportunity for many Black students to earn a college degree is being squandered. The number of Black students entering UW-Milwaukee — the UW school with the largest Black population — has been steadily decreasing in recent years.
A new poll last month asked 700 likely voters, “Do you generally support or oppose school choice?” and 70% said “support.” That’s a landslide. Sure, the idea was big with Republicans, but 67% of independents favor choice. A majority of Democrats, 53%, did.
As the Wisconsin Legislature’s Joint Finance Committee begins budget deliberations, Gov. Tony Evers is pushing for a $31.6 billion budget for Medicaid over the next two years, a $4.2 billion biennial increase. The $27.4 billion being spent on Medicaid in the current two-year cycle already represents nearly 30% of all state spending.
Teaching is a complex task, at its best a performing art. You get summers off, but you’re grading papers at night all winter, drawing on depths of patience and stamina. You’d qualify for sainthood if you gave 100% every day as your employer’s check showed indifference. Act 10 freed districts to quantify their appreciation for diligence. Teachers responded to the appreciation. This is right and just.
Estimates show moving to a flat individual income tax in Wisconsin could generate nearly $7.2 billion in additional GDP, $614 million in new investment, and nearly 24,000 additional jobs over the next five years.
Wisconsin’s FoodShare is supposed to be a short-term safety net program. But redistributionists have used the pandemic as an excuse to grow government involvement in one of the most basic aspects of human life — how individuals feed themselves — in an upward trajectory detached from meaningful metrics on need or economics.
Milwaukee is significantly less safe than it was a short time ago. In fact, compared to 2019, overall crime in Milwaukee is up 22.6%, with violent crime up 15.6% and property crime up 26% from three years ago.
Pathways, a public school, gets $9,200 per pupil from taxpayers, the funding Wisconsin offers to all charter schools. By contrast, the average district public school in Wisconsin spends about $15,300 per child, the latest “total education cost,” according to the Department of Public Instruction. Why the gap?
“It’s becoming more and more important that we raise up generations of young people who know what’s right and wrong, who know what’s truth and what’s false,” said Festerling.
“If we don’t do that, they’re going to go off to these wolves who will eat them alive. And so I’m just so thrilled that school choice is giving guys who have a book called the Bible, that can preach the truth and the gospel, and if parents like that and want that, they’ll subscribe to it and send their kids.”
Wisconsin Senate Majority Leader Devin LeMahieu has introduced a plan to transition over four years to a flat 3.25% individual income tax from the current four-bracket structure with a top rate of 7.65%.
